West Chester University of Pennsylvania, Student Newspapers, 1892, Amulet Vol.1 No.7

This is a student newspaper from 1892. Included on pages 27-28 is the "General Education News" which highlights the statistics for many types of education programs throughout the world. The third paragraph on page 28 notes that there are "over 21,000 schools for negroes" which are public schools in the south. There are more than a million students enrolled.
